Daniel Carter

In his eight years at HPS, Daniel’s primary responsibilities have included project management, development and analysis of Certificate of Need applications, business planning, strategic planning, and medical staff development planning. His Certificate of Need experience includes the preparation of more than 200 Certificate of Need applications in several states for a variety of projects, including: new and replacement hospitals, inpatient beds (acute, rehabilitation, psychiatry, and long term care), skilled nursing, hospice, operating and endoscopy rooms, open heart surgery and major medical equipment. Daniel’s regulatory experience also includes exemption, non-applicability, no review and material compliance requests in North and South Carolina, as well as permanent rule change proposals and methodology and special need petitions to the North Carolina State Health Coordinating Council. Daniel has been recognized and testified multiple times as an expert witness in CON analysis, preparation and health care planning in administrative law hearings. He has spoken on North Carolina CON issues at the North Carolina Association of Certified Public Accountants health care conference.
